OVERVIEW

Naval Station Newport is the U.S. Navy's principal education, training, and undersea warfare installation, occupying 1,260 acres on Aquidneck Island in Newport, Rhode Island. Founded in 1883 as Naval Training Station Newport, it is one of the Navy's oldest continuously active installations and a unique center of intellectual and professional development for the sea services. Roughly 16,000 active-duty members, civilian employees, and contractors work across the installation, supporting more than 50 distinct tenant commands.

The station is most famously the home of the Naval War College, the world's oldest war college, founded in 1884 by Commodore Stephen B. Luce. The War College educates senior naval, joint, and international officers in strategy, operations, and national security policy. Officer Training Command Newport runs the Navy's Officer Candidate School (OCS), Officer Development School (ODS), and Direct Commission Officer (DCO) programs — the sole pipeline for the majority of officers commissioned outside the Naval Academy or NROTC. Surface Warfare Schools Command trains every newly commissioned surface warfare officer, while the Naval Undersea Warfare Center Division Newport (NUWC Newport) leads research, development, test, and engineering for the Navy's undersea systems, from torpedoes to submarine combat systems.

HISTORY

Naval Station Newport's history begins in 1883, when the Navy established a training station on Coasters Harbor Island in Newport Harbor to provide initial training for newly enlisted Sailors. The choice of Newport reflected the city's deep maritime tradition — Newport had been a major seaport since the colonial era — and the protected waters of Narragansett Bay offered an ideal environment for boat handling, gunnery, and seamanship instruction. In 1884, Commodore Stephen B. Luce founded the Naval War College on the same island, establishing what remains the oldest war college in the world. Under the leadership of figures including Captain Alfred Thayer Mahan, the War College quickly became the intellectual heart of the modern American naval profession, producing the strategic theory that shaped the rise of U.S. sea power.

Through the early 20th century, Newport expanded steadily. The Navy added a torpedo station on nearby Goat Island, which over decades evolved into today's Naval Undersea Warfare Center Division Newport. The training mission grew to encompass officer candidate training, supply corps education, and a wide range of fleet-support specialty schools. During World War II, Newport became a major Atlantic Fleet destroyer homeport, with the Cruiser-Destroyer Force, U.S. Atlantic Fleet headquartered at the station and dozens of ships moored in Narragansett Bay. The installation also supported a substantial training surge to meet wartime manpower needs, with thousands of recruits, officers, and specialists passing through Newport schoolhouses annually.

The Cold War years brought continued growth — and ultimately a major transition. In 1973, the Navy relocated the Cruiser-Destroyer Force to Norfolk, removing Newport's status as a major surface combatant homeport. The move was a significant blow to the Newport economy, but the Navy retained and expanded the installation's education and training missions. Through the late 20th century and into the 21st, Newport became increasingly identified with professional development: the Naval War College moved into a new academic complex, the Officer Candidate School consolidated all Navy officer accession training (other than the Naval Academy and NROTC) at Newport, and Surface Warfare Schools Command became the Navy's central surface warfare schoolhouse. NUWC Newport simultaneously grew into a national center for undersea warfare research, working closely with industry and academic partners across New England.

Today, Naval Station Newport remains both a foundational element of the Navy's professional development pipeline and a major Department of the Navy research center, while continuing to anchor the broader Aquidneck Island defense community.
