You enter your email on Microsoft’s eligibility page; if you’re eligible, you’re approved immediately and discounted prices appear automatically while signed in. Use a personal account, not a work or school account, and note Microsoft "reserves the right to determine eligibility in its discretion."
The "up to 10%" wording matters: it’s a ceiling, not a flat rate, and it effectively applies to consumer Surface hardware and accessories — not to Xbox, software, Windows, or subscriptions. Because the better of the discount or a current sale price applies automatically, it’s worth watching Microsoft Store sales, where a deeper promotion can beat the 10% even on otherwise-excluded categories.
If you’re after Microsoft 365, the Store discount won’t help — Office and Microsoft 365 are excluded. Instead, eligible military families can buy the Microsoft 365 Family "Military Appreciation Edition" for $99.99/year (Microsoft cites about 30% off) through a U.S. military Exchange such as AAFES or the Navy Exchange. That is a separate, Exchange-only offer, not a Microsoft Store discount.
