The discount is open to active-duty, retirees, veterans, current and former National Guard and Reserve, and their immediate family members.

There’s a catch worth knowing up front: the savings are delivered through a paid WeSalute+ membership. Once you enroll and verify your service, WeSalute+ provides Budget’s BCD (Budget Customer Discount) number, which you add to your reservation on budget.com to unlock the rate. "Up to 35%" is a ceiling, not a guarantee — it applies only to time-and-mileage on Pay Now rates and excludes taxes, fees, and add-ons.

Bring your booked reservation
Budget’s military offer is applied at the time of booking, not as a walk-up counter code, and is not available retroactively. Bring your confirmation that already includes the BCD number.
Present license, card, and credentials
Present a valid driver’s license and a credit card meeting Budget’s rental requirements, and be ready to show WeSalute+ credentials if requested.

HOW IT WORKS

Verification is handled by WeSalute, not by ID.me, GovX, or SheerID. You enroll in the paid WeSalute+ tier and verify your military status; WeSalute issues a secure WeSalute+ ID so you don’t share your military ID directly with each merchant, and provides the Budget BCD number used to apply the rate. Treat WeSalute+ as an ongoing paid membership and confirm its current cost before relying on it.

The headline rate is a maximum. Budget publishes only "up to 35%" (with a stated minimum of 5% in Canada), and the actual savings vary by location, dates, and car class. Because Budget also runs public "up to 35% off" promotions, it’s worth comparing the military rate against current public deals on budget.com before booking.

WeSalute’s Budget offer page notes the up-to-35% Pay Now promotion is "valid until June 30, 2026," while Budget’s own page frames the discount as ongoing — re-verify the headline percentage and validity after that date. Combinability language differs between Budget and WeSalute, so confirm at checkout.

Exclusions & fine print

"Up to 35%" applies only to Budget Pay Now rates and only to time-and-mileage charges; it does not apply to car group X (specialty/premium).
Taxes, concession recovery fees, vehicle license recovery fees, customer facility charges, optional LDW, and refueling are extra.
U.S. and Canadian residents only; rentals at participating U.S./Canada locations, subject to blackout dates and vehicle availability.
Per Budget’s terms the rate may not be combined with another BCD number, promotion, or offer; WeSalute indicates it may combine with some Budget public promotions but not private corporate coupons — verify at checkout.
