HOW IT WORKS
The Freedom Pass is a promotional product, not a code you enter at checkout. You buy it at a base Information, Tickets & Tours (ITT) or Leisure Travel Services (LTS) office — or from an online outlet like Shades of Green or Patrick SFB ITT if you don’t have a base nearby — and you receive vouchers. You then bring those vouchers and your DEERS ID to Universal’s front gate, Guest Services, or a Destination Universal hotel desk to exchange and activate them. The eligible member or spouse must be present for both purchase and activation, and must show the DEERS ID again on first entry, where Universal uses a biometric scan. After that, each activated pass behaves like a normal ticket assigned to one person and can’t be transferred.
On price and value: the 2-Park pass is $220 adult / $215 child (ages 3-9) and the 3-Park pass (adding Volcano Bay) is $255 adult / $250 child — both giving unlimited admission from November 13, 2025 through December 18, 2026, minus blockout dates. That’s year-long access at roughly the price of a couple of regular days, which is the whole appeal. It is explicitly not a Universal Annual Pass, so it doesn’t come with Annual Passholder perks like lounges or the passholder store, and it doesn’t include Epic Universe — that park is a separate, date-priced 1-Day add-on you can only buy once your Freedom Pass is activated.
A few limits matter. You can buy up to 6 passes per eligible DEERS ID, but one of the six must be used by the member or spouse, and any extras must come from the original selling office. Eligibility is stricter than most theme-park military offers: general veterans who aren’t retired or 100% service-disabled are excluded, as are NOAA, Public Health Service, DHS, contractors, and retired DoW civilians.
