LIEUTENANT COMMANDER (LCDR) — U.S. NAVY O-4
The Navy's first field-grade officer — department heads, executive officers of small commands, and seasoned staff officers.
OVERVIEW
Lieutenant Commander (LCDR) is the U.S. Navy O-4 commissioned officer rank, equivalent to a Major in the Army, Marine Corps, Air Force, and Space Force. It is the first field-grade rank and the first that requires selection by a statutory promotion board — typically at the 9–11 year service mark. The first selection-board promotion is a significant milestone in an officer's career, often determining whether they will continue toward the senior officer ranks.
LCDR insignia is a gold oak leaf, worn on the collar or shoulder boards. On the service dress blue uniform, a LCDR wears two full stripes plus one half stripe of gold lace. Lieutenant Commanders are typically expected to complete a department-head tour at sea, an executive-officer tour at a smaller command, or a major staff tour ashore.
RESPONSIBILITIES
- Department Head aboard a destroyer, cruiser, amphibious assault ship, or aircraft carrier
- Executive Officer (XO) of a smaller command — submarine, MCM ship, expeditionary unit
- Major staff officer at a Type Commander, Numbered Fleet, or Joint staff
- Joint Professional Military Education (JPME) phase I attendance
HISTORY
The grade of Lieutenant Commander was authorized by Congress in 1862 to fill a long-recognized gap between Lieutenant and Commander, mirroring the British Royal Navy. Before that point, the U.S. Navy promoted directly from Lieutenant to Commander, which made selection cycles less flexible and rotation between sea and shore more abrupt.
The promotion from Lieutenant to Lieutenant Commander is the first fully-competitive selection-board promotion in a Navy officer's career, with promotion opportunity historically running 70–85% for officers in the primary zone.
