OVERVIEW

Commander (CDR) is the U.S. Navy O-5 commissioned officer rank, equivalent to a Lieutenant Colonel in the Army, Marine Corps, Air Force, and Space Force. CDRs are eligible for command of a major surface combatant (destroyer, frigate), an attack or guided-missile submarine, an aviation squadron, or a significant shore command. Promotion to CDR is a statutory selection-board promotion and is one of the most significant milestones in a Navy officer's career.

CDR insignia is a silver oak leaf, worn on the collar or shoulder boards. On the service dress blue uniform, a Commander wears three full stripes of gold lace. Commander-select officers typically complete a major command pipeline — Prospective Commanding Officer (PCO) training, the Submarine Command Course, or aviation pre-command coursework.

RESPONSIBILITIES

  • Commanding Officer of a destroyer, frigate, MCM, attack submarine, or aviation squadron
  • Executive Officer of a deep-draft (cruiser, large amphibious ship) or aircraft carrier
  • Action officer or branch head at OPNAV, fleet, or Joint staffs
  • Senior staff officer at a Carrier Strike Group or Expeditionary Strike Group

HISTORY

The rank of Commander has existed in the U.S. Navy since the early 19th century, originally referring to officers commanding sloops-of-war and other vessels too small to warrant a full Captain. The modern paygrade O-5 structure was set by the Officer Personnel Act of 1947, which standardized promotion zones and selection-board procedures across the Navy.

In the modern Navy, command at the O-5 level — particularly command of a destroyer or attack submarine — is widely viewed as the defining tour of a sea-going officer's career and is a statutory prerequisite for major-command (O-6) consideration.
