Tampa Bay Navy Week 2010 will have Navy admirals as our leading spokespeople. Also participating could be Sailors from ships and submarines with a significant tie to the local area, plus the Blue Angels, Navy "Leap Frog" Parachute Team, Navy Band and other outstanding local Sailors.


Vice Admiral Samuel J. Locklear, III
Director, Navy Staff

Vice Admiral Sam J. Locklear III is a 1977 graduate of the United States Naval Academy.

His career as a Surface Warfare Officer includes assignments aboard USS William V. Pratt (DDG-44), USS Carl Vinson (CVN-70), USS Callaghan (DDG-994) and USS Truxtun (CG-35), culminating in command of the USS Leftwich (DD-984). Subsequent fleet command assignments include commander, Destroyer Squadron 2, commander, Nimitz Strike Group, and commander, U.S. 3rd Fleet.

Ashore, he served as executive assistant to the Vice Chief of Naval Operations, the 78th commandant of Midshipmen, United States Naval Academy, director, Assessment Division (OPNAV N81), and director, Programming Division (OPNAV N80).

He is a 1992 graduate of the Industrial College of the Armed Forces, and holds a master’s degree in Public Administration from George Washington University.

His personal decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit with four gold stars, Bronze Star Medal, and various other awards and medals.

Locklear assumed duties as Director, Navy Staff on 2 July 2009.

Rear Admiral Michael T. Franken
Deputy Director, Strategy, Plans and Policy

Rear Admiral Franken is a native of Sioux Center, Iowa. He was a 1981 NROTC distinguished graduate at the University of Nebraska School of Engineering, and served as first lieutenant, auxiliaries division, and anti-submarine warfare officer in USS King (DDG 41) during his initial tour at sea. He then served as weapons officer in USS Dahlgren (DDG 43), executive officer in USS Barry (DDG 52), commissioned the USS Winston S. Churchill (DDG 81) as its first commanding officer, and deployed as CTG 152.0 while serving as commander, Destroyer Squadron 28. 

Tours ashore include combat systems officer at Destroyer Squadron 10 and Naval Surface Group, Norfolk; flag aide to Commander, Naval Surface Forces, U.S. Atlantic Fleet; deputy executive assistant to the Deputy Chief of Naval Operations for Plans, Policy and Operations (N3/N5); executive assistant to Navy's Office of Legislative Affairs; a one-year fellowship on Senator Edward M. Kennedy's personal staff; the political-military chair on both the Chief of Naval Operations Executive Panel (N00K) and in the Deep Blue Directorate (N3/N5) on the Navy staff; the joint requirements officer (N810) in the assessments division on the Navy staff; Pacific Command Division Chief and Deputy Chief Joint Operations Directorate (JOD) in J3 of the Joint Staff, executive assistant to US Fleet Forces Command, and chief of staff for Commander, 3rd Fleet. 

Franken is a graduate of the Naval Postgraduate School’s College of Physics, the Maritime Warfare Advanced Course at the Canadian War College, the Brookings Institute Legislative Affairs Program, the Joint Forces Staff College, and the Massachusetts Institute of Technology’s Seminar XXI. 

He assumed his current position as the deputy director, strategy, plans and policy (J5), U.S. Central Command, July 2008.

Captain Thomas Calabrese
Commanding Officer, USS Florida

Captain Calabrese is a native of Levittown, New York and attended the United States Naval Academy, graduating with distinction in 1984 with a Bachelor of Science Degree in Mechanical Engineering.  He attended nuclear power and submarine training until March 1986. 

Captain Calabrese’s first submarine assignment was aboard USS DANIEL WEBSTER (SSBN 626)(GOLD) where he served as Reactor Controls Assistant and Damage Control Assistant until June 1989.  Following this assignment, he returned to the United States Naval Academy, serving on the staff as a Company Officer until September 1991. 

After completing the Submarine Officer Advanced Course in March 1992, Captain Calabrese was assigned as Engineer Officer of USS VON STEUBEN (SSBN 632)(BLUE).  In March 1993, he reported to USS CAVALLA (SSN 684) as Engineer Officer and participated in a Western Pacific deployment.  Upon completion of his tour in March 1995, he served as Director of Academics, Enlisted Department, at Naval Nuclear Power Training Command. 

In June 1997, Captain Calabrese reported to USS MONTPELIER (SSN 765) as Executive Officer and completed a North Atlantic deployment.  He then served as Prospective Executive Officer Instructor at Naval Submarine School. 

On 5 December 2001, Captain Calabrese relieved as Commanding Officer, USS MICHIGAN (SSBN 727)(BLUE).  On 17 October 2003, he assumed command of both crews prior to a 30 month Engineered Refueling Overhaul and conversion to an SSGN at Puget Sound Naval Shipyard.  During his tour, MICHIGAN completed four strategic deterrent patrols, earned the COMPACFLT Retention Excellence Award for two consecutive years, was nominated for the USCINCSTRAT Omaha Trophy and was awarded the 2003 Squadron 17 Battle Efficiency “E”. 

Following his command tour, Captain Calabrese attended the National War College and earned a Master of Science Degree in National Security Strategy in June 2005.  He then completed a joint tour while serving as the Chief, Assessments Division on the U.S. Nuclear Command and Control System Support Staff, in Falls Church, Virginia.  In September 2007, he reported to the CNO’s staff as the N5 Joint Actions Branch Head.  On 30 October 2008, Captain Calabrese relieved as Commanding Officer, USS FLORIDA (SSGN 728)(GOLD). 

Captain Calabrese’s personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal with three gold stars, the Navy Commendation Medal with three gold stars, and the Navy and Achievement Medal with one gold star. 

Captain Calabrese is married to the former Deneen Schumacher of Pasadena, Maryland.  They reside in Jacksonville, Florida with their three children, Megan, Timothy and Amy.
