Baltimore Navy Week 2010 Admiral John C. Harvey, Jr.,
Commander, U.S. Fleet Forces Command and Rear Admiral Scott A. Weikert, Deputy Commander, 1st Naval Construction Division will serve as our spokespersons this year. In addition to the Admirals, there will be a historical demonstration crew from USS Constitution "Old Ironsides", several Navy Bands and Navy Seabees performing community service projects. There could be guest appearances from Namesake Crews and other outstanding local Active Duty and Reserve Sailors.

Born and raised in Baltimore, Md., Adm. John C. Harvey was commissioned from the U. S. Naval Academy in 1973 and immediately commenced training in the Navy’s Nuclear Propulsion program.

Harvey has served at sea aboard USS Enterprise (CVN 65), USS Bainbridge (CGN 25), USS McInerney (FFG 8), as reactor officer aboard USS Nimitz (CVN 68), and as executive officer on USS Long Beach (CGN 9). He commanded USS David R Ray (DD 971), USS Cape St. George (CG 71) and Cruiser-Destroyer Group Eight/Theodore Roosevelt Strike Group. He has deployed to the North and South Atlantic; the Mediterranean, Baltic and Red seas; the Western Pacific, Indian Ocean, and the Persian Gulf.

Ashore, he served three tours at the Bureau of Naval Personnel in a variety of billets including surface nuclear officer detailer, CGN/CVN placement officer, surface nuclear program manager in N13, legislative adviser to chief of naval personnel (CNP), executive assistant to CNP and as director, Total Force Programming and Manpower Management Division (OPNAV N12). He has also served as the senior military assistant to the under secretary of defense (Policy), and on the Navy staff as deputy for Warfare Integration (OPNAV N7F). Most recently, he served as the 54th chief of naval personnel/OPNAV N1 and as the director, Navy staff (OPNAV).

Harvey assumed command of U.S. Fleet Forces Command in July 2009.

Harvey’s education includes Phillips Exeter Academy, 1969; U.S. Naval Academy, Bachelor’s degree in Political Science, 1973; Harvard University, John F. Kennedy School of Government Master’s degree in Public Administration, 1988.

Rear Admiral Scott A. Weikert
Deputy Commander, 1st Naval Construction Division

A native of York, Pa., Weikert enlisted in the Navy in August 1974. After completion of nuclear power training, he was awarded an NROTC scholarship to Drexel University. He graduated with a Bachelor of Science degree in Electrical Engineering in 1981 and was commissioned as an ensign in the Civil Engineer Corps.

His active duty assignments include a tour with Amphibious Construction Battalion 2 in Little Creek, Va., as the officer in charge of a Causeway - Bulk Fuel Team; accessions and special projects officer, Northern Division, Naval Facilities Engineering Command in Philadelphia, and assistant resident officer in Charge of Construction at the Philadelphia Naval Shipyard.

Affiliating with the Navy Reserve in 1987, Weikert reported to Naval Mobile Construction Battalion (NMCB) 21 in Lakehurst, N.J., where he served as a company commander, equipment officer, training officer and operations officer. From 1994 through 1998 he served as the reserve operations officer for the 2nd Naval Construction Brigade in Norfolk, and operations officer for the 7th Naval Construction Regiment, Newport, R.I.

Weikert commanded NMCB 27 in Brunswick, Maine, from 1998 through 2000. He was later assigned to the Reserve Contingency Engineering Program as branch manager, U.S. European Command from 2000 through 2002 and completed a tour as the deputy assistant chief of Civil Engineers and manpower community manager (Reserve Component) for the Naval Facilities Engineering Command headquartered in Washington.

Weikert commanded the 7th Naval Construction Regiment, Newport, R.I., from 2003 to 2005. The 7th Regiment was mobilized in July 2004 where he served as the deputy commander and chief of staff of the 1st Marine Expeditionary Force Engineer Group, Camp Fallujah, Iraq, providing general engineering and construction services in support of Operation Iraqi Freedom.

In September 2005 Weikert assumed command of Naval Engineer Forces Korea supporting the Commander, U.S. Naval Forces Korea. From June 2008 through October 2008, he served as the deputy commander, Navy Expeditionary Combat Command until reporting to his current position as deputy commander, 1st Naval Construction Division, Norfolk.

In his civilian occupation, Weikert is an equity partner and managing principal of Lucas Marine Construction L.L.C. providing marine construction services throughout Florida. He holds a master’s degree in Business Administration from Pennsylvania State University and serves as vice president of Finance for the Seabee Memorial Scholarship Association. His military awards include the Legion of Merit, Bronze Star, Meritorious Service Medal (2 awards), Navy and Marine Corps Commendation Medal (3 awards), Navy and Marine Corps Achievement Medal (2 awards) and various other service decorations.
